Operational protocols for emergency management

Regarding the closure of motorway sections during emergency situations, in addition to cases arising from:

  • particularly adverse weather events (floods – procedure being prepared; etc...);
  • particularly serious accidents (carriageway crossovers, cargo spills, vehicles on fire, etc.);
  • events that may generate danger for users (wandering animals, wrong-way drivers)

for which the "broad spectrum" company procedures and practices outlined in the "operations manual of the radio information center" are applied, the following more specific cases are highlighted:

Ice, Freezing Rain, Snow Emergency

When conditions occur that lead to the issuance of the BLACK Code by the motorway operator, the "Winter Operations Guidelines" of the Concessionary Company, transmitted annually to the Granting Ministry and to the territorially competent Prefectures, provide for the closure of motorway sections to traffic. The Prefectures, in turn, through coordinated snow plans that are issued and transmitted to local institutional entities, acquire and disseminate the measures adopted by the motorway operator.

Fire Emergency/Particularly Serious Accidents in the RIMAZZANO Tunnel (subject to Legislative Decree 264/2006)

In the event of particularly serious accidents or fires in the RIMAZZANO tunnel, the Emergency Management Plan (Legislative Decree 264/2006) shared with emergency services and the operational standard "Emergency management in case of fire and/or accident inside the Rimazzano tunnel rev01_2021 - January 2021" provides for the closure of the tunnel to traffic and therefore, in escalation, of the motorway section between Collesalvetti and Rosignano Marittimo.

MIGNONE River Flooding Emergency

In the event of rising flood levels of the Mignone River, the Emergency Plan presented by the Concessionary Company and approved by the competent Offices of the Lazio Region (Regional Directorate for Water Resources and Soil Defense with note prot. n. 66365 of 06/02/2018) provides, in an escalation situation, that upon reaching a predetermined hydrometric level of the River (9.30 meters above sea level), the Concessionary Company will order the closure of the motorway section between the Civitavecchia Porto junction and the "Monte Romano" junction.
